Senior Engineer - Strategic Road Safety

An opportunity has arisen within BEAR Scotland’s North West Unit for a Senior Engineer in our Strategic Road Safety Team based in Perth or Inverness.

 

The Team is responsible for monitoring road safety in the North West Unit and preparation of designs for highway improvement schemes. It is also responsible for the Road Safety Auditing of all highway improvement schemes produced by the company.

 

The Senior Engineer will report to the Strategic Road Safety Manager and will be responsible for assisting in the day to day management of the team and the team’s financial and commercial performance; overseeing the delivery of Accident Investigation studies; preparation and development of design briefs; overseeing the preparation of highway improvement designs ensuring compliance with relevant technical standards and taking into account current legislation on Health and Safety, Environment and Accessibility; liaising with clients, emergency services, local authorities and other road safety stakeholders as well as undertaking and managing Road Safety Audits.

 

The successful candidate will as a minimum be qualified to HND level, preferably Degree level, in Civil Engineering or a related subject and will have a strong interest or past experience in road safety.

1.         Job Purpose:

 

§    Senior Engineer – Strategic Road Safety will investigate and design road safety-related, improvements schemes and traffic-related projects. Produce the Annual Road Safety Review report and assist in the Road Safety Audit, cycling audit and DDA audit processes.

 

 

 

 

 

2.         Responsibilities and Activities:

 

§    Assisting in the day to day management of the Team;

 

§    Assisting in managing the Team’s financial and commercial performance;

 

§    Overseeing and contributing to the delivery of Accident Investigation and Prevention studies;

 

§    Preparation and development of design briefs;

 

§    Overseeing and contributing to the preparation of highway improvement designs ensuring compliance with relevant technical standards and taking into account current legislation on Health and Safety, Environment and Accessibility;

 

§    Preparation of preliminary and detailed cost estimates;

 

§    Ensuring compliance with company’s Health, Safety, Environmental and Quality procedures;

 

§    Liaising with clients, emergency services, local authorities and other road safety stakeholders;

 

§    Undertaking and managing Road Safety Audits;

 

§    Assisting other senior staff as required.

 

 

 

 

 

3.         Knowledge, Skills and Experience:

 

Candidates will require the following knowledge skill and experience to fulfil this role successfully:

 

§    HND in Civil Engineering (or related subject) as a minimum academic qualification;

 

 

§    Full Membership of a relevant Professional Institution;

 

§    Previous experience in highway design and detailed knowledge of the Design Manual for Roads and Bridges;

 

§    Detailed knowledge of the Traffic Signs Manual and Traffic Sign Regulations and General Directions;

 

§    Previous experience in collision analysis and road safety study preparation;

 

§    A proven track record as a team player that consistently delivers programmes and meets challenging deadlines;

 

§    Proof of commitment to their professional development;

 

§    Competency in using the Microsoft Office software suite.

 

§    A full approved UK driving licence.

 

Whilst not essential, the following qualities are desirable:

 

§    A degree in a relevant discipline with professional qualification (Chartered or Incorporated);

 

§    Previous experience as a Road Safety Auditor (preferably with a Highways Agency Certificate of Competency);

 

§    Previous experience in working on a Scottish Trunk Road Term Contract.
