Pavement Engineer - Perth/Edinburgh/Inverness

 

An opportunity has arisen in the North East Unit for a Pavement Engineer in the Roads Team.

 

 

 

The successful candidate will be responsible for the management of the North East Structural SOI process. The role will involve providing technical advice to both clients and members of staff on the preparation, submission and review of Roads Structural Maintenance SOI. The role will also involve assisting the M80 DBFO Asset Manager in providing technical advice and managing the delivery of the Major Maintenance programme on behalf of our client HMG.

 

 

 

The role is permanent and while the post will be predominantly office based, some site work will be required along with an element of out of hours working. Candidates should have detailed knowledge of pavement design, the Transport Scotland SOI compilation and approvals process, the production and management of contracts, and have a proven track record of delivering programmes of work and meeting tight deadlines.

1.         Job Purpose:

 

§          The Pavement Engineer will be responsible for the management of the North East Unit surfacing SOI process.

 

 

 

 

 

2.         Responsibilities and Activities:

 

 

§    Responsible for the management of the North East Unit surfacing SOI process

 

§    Assist the M80 DBFO Asset Manager in providing technical advice and managing the delivery of the Major Maintenance programme on behalf of our client HMG

 

§    Ensure compliance with Health, Safety, Environmental and Quality procedures that form part of BEAR’s Integrated Management Systems.

 

§    Provide technical advice to both clients and members of staff on the preparation, submission and review of Roads Structural Maintenance SOI.

 

§    Achieve cost effective outputs that meet specified quality and programme.

 

§    Effective monitoring to ensure delivery of the Client’s Structural and As of Right surfacing approvals process.

 

§    Design and checking of routine maintenance and structural maintenance schemes in accordance with the CDM Regulations.

 

§    Preparation of technical reports and studies.

 

§    Management of Health and Safety requirements for specific schemes.

 

§    Preparation of Statements of Intent, bids and Operating Instructions.

 

§    Ensure compliance with technical standards of design and construction.

 

§    Assist with identification of future schemes from visual surveys, reports and IRIS outputs.

 

§    Assist with preparation of annual programmes.

 

§    Assist in maintaining and updating contractual databases.

 

§    Establish good relationships with all internal and external stakeholders, and attend meetings as required.

 

§    Any other reasonable duties delegated by the Roads Manager.

 

 

 

 

 

3.         Knowledge, Skills and Experience:

 

§    Civil Engineering qualification.

 

§    Civil Engineering professional qualification, or working towards one.

 

§    Road maintenance experience.

 

§    Detailed knowledge of pavement design

 

§    Detailed knowledge of the Transport Scotland SOI compilation and approvals process

 

§    Experience of working to tight deadlines and working under pressure.

 

§    Proven ability of planning, programming and delivering multi-disciplinary sub-contract schemes.

 

§    Understanding of Traffic management requirements, construction methods and materials and works programming.

 

§    Proven Project Management ability including providing good practice on scheme design and scheme file preparation.

 

§    Can-do attitude in responding to network conditions or budget fluctuations which result in significant changes to works programmes.

 

§    Good self management and self motivation skills.

 

§    Flexible to working practices and ability to cope with change.

 

§    Ability to communicate with key internal and external stakeholders.

 

§    Good all-round communication skills.

 

§    Ability to problem solve and work effectively in a team.

 

§    Proficient IT skills including use of Microsoft Office Packages.

 

§    Winter maintenance experience preferable.
